Thomas Spencer

Thomas R. Spencer, owner of Thomas R. Spencer PA, is a member of the Florida and District of Columbia Bars and has litigated a wide variety of public issue cases, including those in the national security area. Mr. Spencer is a life member of the Association of Former Intelligence Officers and the holder of the prestigious David Atlee Phillips Award, for service to the Intelligence Community. He has written extensively on the subject of state secrets and other intelligence issues. Mr. Spencer regularly represents former officers of the national clandestine service. He is a founding member of the Department of Homeland Security, and received a citation in 2004 from the Commandant of the United States Coast Guard for activities related to homeland security after 9/11.
